Relevant Experience

Jim Pedersen is the principal planner of Pedersen Planning Consultants (PPC).  As principal planner, Pedersen is the project manager for most of the projects completed by PPC.  In addition, he also participates significantly in the performance of specific technical project tasks and related project coordination.

Pedersen has over 40 years of community and regional planning experience. He has managed, participated, and authored a wide variety of regional and community land use, transportation, water, sewer infrastructure, economic development, and natural resource management plans, and various feasibility studies.  He has served in both private and public planning capacities and completed short to long-term project assignments in Wyoming, Colorado, Alaska, Hawaii, American Samoa, Federated States of Micronesia, Republic of the Marshall Islands, and Republic of Palau.

Pedersen’s regional planning experience has included his management and participation of land use plans for Carbon County and Johnson County, Wyoming, as well as Tualauta County in the U.S.Territory of American Samoa.  He has also managed and prepared housing master plans for Park County, Campbell County, Hot Springs County, Sweetwater County, Wyoming.  Other regional planning experience has been associated with his preparation of economic development plans for Carbon and Sweetwater County, Wyoming, the U.S Territory of American Samoa, the State of Chuuk and State of Pohnpei in the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands.  He has also participated regional water and wastewater master plans in northeast Wyoming, as well as the Republic of Palau and the U.S. Territory of American Samoa.  Pedersen also managed a statewide child care assessment for all 23 counties in the State of Wyoming.

In terms of community planning, Pedersen has managed and/or participated in the completion of several municipal master plans for the Wyoming communities of Afton, Alpine, Burlington, Douglas, Encampment, Frannie, Granger, Star Valley Ranch, Thayne, and Wright, as well as the City of Yuma and Town of Walden, Colorado.  These plans involved his analysis of demographic, economic and land use trends, water, sewer and energy  infrastructure, local road networks, and community services. With these analyses, he also prepared community development strategies concerning the type and location of future land uses, economic development, water and wastewater systems, road networks, child care and long term care facilities, emergency services, recreational facilities and community trails, and other municipal facilities.

His transportation planning experience has primarily focused upon master plans for commercial ports.  Pedersen has participated in the preparation of commercial port master plans for the Republic of the Marshall Islands, the Ports of Pohnpei and Chuuk in the Federated States of Micronesia (FSM), and a commercial dock facility in the State of Kosrae, FSM. Pedersen has examined airport and local road network needs as part of an overall facility management and development plan for the State of Chuuk, FSM.  He also completed a transportation study of the a four-county region in north central Wyoming that focused upon factors influencing commercial truck traffic, as well as recommended actions that would stimulate increase commercial truck operations in the region and enhance regional economic development

Pedersen has conducted feasibility studies for various public and private investment projects such as alfalfa processing facilities, community centers and child care centers.  These studies examined potential markets, capital, operation and maintenance requirements and costs, as well as the preparation of cash flow analyses.

Pedersen’s environmental planning experience has included his preparation of a watershed protection plan for the U.S. Territory of American Samoa that analyzed resource management issues and developed strategies for future resource management.  He has also completed environmental assessment and impact statements for a wide variety of public and private investment projects.

Pedersen has extensive experience associated with community involvement programs that represent an important component of almost every community master plan completed by the firm.  He regularly facilitates discussions of land use issues and community development with elected officials and community leaders, the general public, small business and industry representatives, utility managers, and other stakeholders.  Pedersen has developed a variety of effective techniques for encouraging substantive community input and the integration of community concerns, insights, recommendations, and priorities to plan recommendations.
