Project Scope:

PPC was retained by the Great Divide Economic Development Coalition (GDEDC) to prepare a Comprehensive Economic Development Strategy (CEDS) for a new economic development district comprising Sweetwater and Carbon counties.  The CEDS document is required to enable county and municipal agencies in both counties to apply for federal funds from the U.S. Economic Development Administration.  The preparation of the CEDS document was also desired to help focus the individual economic development activities of the Carbon County Economic Development Corporation (CCEDC) and the Sweetwater County Economic Development Association (SWEDA).

PPC initially interviewed representatives of various commercial and industrial companies in both counties and various community leaders to ascertain community assets, barriers to economic development, and potential opportunities for future economic expansion.  Public meetings were held in eight locations within the Great Divide district.  Informal discussions were facilitated by PPC to gain similar insights and recommendations from other members of the general public.

PPC facilitated discussions with the GDEDC board to identify economic goals and priorities.  Information gained from interviews and public meetings, as well as PPC's evaluation of the regional economy, were used to develop draft action plans for future economic development during the 2003-2008 period.  Economic development strategies were developed for each economic goal along with a schedule and agency responsibilities for project implementation.

Draft action plans were subsequently presented by PPC to the Carbon County Economic Development Corporation and the Sweetwater County Economic Development Association.  Based upon review comments, action plans were revised.

The CEDS document included an evaluation of the regional economy, an analysis of economic barriers and opportunities, a draft action plan for the Great Divide district, and an organizational and monitoring strategy for plan implementation.
